Evaporative cooler-vent air speeds

Hello trying to found out why vents for heat and air-conditioner are weak when it comes to volocity of air flow. Fan seems to work fine on all speeds. Have never taken it out to look it over.
I know about the blend door flap.
I am more interested in the evaporative cooler.
How does one maintain and clean it from time to time?

Short of physically removing your dash and purging the AC system, there's no way to clean it.

If you drop your glove box and look slightly up and directly behind, you'll see your HVAC air intake box. The lower portion housing, the blower, is round. The upper portion will have a plastic grate. Looking through that grate, do you see a door?
Note, this is not a blend door. This door is either fresh air or cabin air.
