Failed Inspection due to Headlights have too much play (loose)

Has anyone had an issue where the headlights have play in them, left to right and up and down about 4-6mm each way. Im afraid if I just buy a new light it wont fix the problem, just wanted to know if I could maybe tighten the ones that i have. Both the passenger and drivers side headlight are loose, not very loose but enough for the inspector to fail it for Maryland safety inspection.

could you just add shims? some some of adhesive or weather stripping material to fill that 2mm gap on each side?
