fixing a rough riding '98

hey guys, i put brand new shocks on my '98 explorer xlt and it still isnt as smooth of a ride as i was expecting. what else should i look into fixing/replacing?

shocks do not control your ride quality.. That is the suspension that does that. All Shocks do is limit the recoil time on bumps to retain traction to the road.
 






ok then what else should i look into fixing? specifics parts if you would
 






leaf springs, tie rods, ball joints
 






Shocks will effect ride quality. Heavy duty shocks will have a rougher ride. Tires and tire pressure will also effect the ride.
 






i put brand new tires on it and they are aired to specs. what else would affect ride quality?
