Foam Rubber panel inside front fender

During my recent fix of sunroof drain that exits inside passenger fender I noticed there was a panel that is two pieces of foam rubber type material apparently glued to a stiff plastic piece that must provide support top to bottom. It was very loose and just lying in there and I removed it by just pulling it out as one piece so that I could access the space better. Also the edges of that foam material has curled and looks like over the years has shrunk or deformed. Can any one tell me how was that originally attached inside the front fender and should I put it back in or ok to leave it out? If I am better off reinstalling it I think I can buy similar closed cell foam sheets and refitting two pieces to that stiff plastic piece to freshen it up. Any help is appreciated.

Not sure if your Gen 3 is similar to my Sport Trac. IIRC, only held by friction.
