Front Caliper Adapter Bracket Torque Spec?

Helping a friend replace front calipers with adapter brackets on a '97 XLT. Surprised at the adapter torque spec
difference between the 1997 (125-170 ft/lb) and 1998 (72-97 ft/lb) Anyone know the reason for the variance?

maybe because they use different bolts on 1998?

because '97 owners are stronger than us '98 owners and can really torque those suckers down?

I trust the Ford Workshop Manual is 100% accurate. Used the low end of the 1997 torque spec and

tightened 125 ft/lbs. What's equally puzzling is the 125-170 ft/lb range, that's a 50 ft/lb difference.
