Fuel Pressure Reg. Replacement???

I'm getting really poor mileage from compared to what I have read. My 94 XLT is stock so far and I can only get about
12MPG city 20 Highway, and that's if I baby it. The highway economy I can live with, although many people report getting 22. It's the 12 city that is killing me! From what I've read it should be around 16-18MPGs. I removed and cleaned the MAF today, although it really did not look dirty. Now I am suspecting the fuel press. reg. or maybe the O2 sensor. I've only got 42K miles on the 4.0 How do I test the FPR, and how hard is it to replace? Is this something I can do in my driveway, or should I take it to the shop to be done?

I really like the vehicle, I'm just disappointed in the fuel consumption. I knew it wouldn't be great, but by comparison, it sounds like it should be better.

I have a 91, replaced regulator in about 20 mins. wasn't that big of deal. gently pull the vaccume line off the fpr, if it is damp at all , the diaphram is bad. If there is no fluid present, it can still be suck. To check this you will need a vaccume puller, The part is cheaper than the tool. Call the parts house first as theree may be more than 1 oem number, if so you will have to take it with you. Be sure to depressureize the fuel system before removing the part and make sure the engine is cool and battery removed, because you WILL loss some fuel.
