Heather and AC fan blowing air even if the truck engine is OFF.

I turned-off the engine of my Explorer 1996, removed the key and the heat-ac fan continued blowing air. I had to phisically remove the fuse. If I re-install the fuse, the fan goes back on. What could trigger this type of behavior?
