Help!!! Head bolts

I have a 2002 explorer XLS vin ending in E. Im repairing the engine but am confused. I have mitchell 2014 and alldata 2013 and both give me different specificationd on headbolt torque. Mitchell says for 12mm 1step 9lbs 2step 18 lbs then torque the 8mm to 24 lbs then 12 mm 1 step 90degrees 2step 90degrees.
Alldata says 12mm 24lbs , 8mm 24lbs then 12mm just one step of 90 degrees. Ive checked all over and its split down the middle can anyone help?
