Regarding the Illinois bashing; The thing everyone needs to keep in mind is that a license is a privlege, not a right. Each state has the ability to revoke your license for whatever reasons it sees fit. In Illinois the state will revoke your license for any of the following violations;
RECKLESS HOMICIDE: You drove recklessly, resulting in the death of another person. (minimum two-year revocation)
DUI: You drove under the influence of alcohol, other drugs and/or intoxicating compounds.
A FELONY OFFENSE: A vehicle was used while you committed a serious crime.
LEAVING THE SCENE: You left the scene of a crash that killed or injured someone. (minimum three-year revocation)
PERJURY: You gave false information to the Secretary of State.
RECKLESS DRIVING: You were convicted of three reckless driving offenses in 12 months.
DRAG RACING: You illegally raced with another vehicle.
RECKLESS CONDUCT: Your reckless behavior involving a vehicle resulted in injury or danger to another person.
AUTO THEFT: You stole a motor vehicle or motor vehicle parts.
AGGRAVATED FLEEING THE POLICE: You drove away from the police when you were directed to stop.
I hope everyone can agree that these probably aren't any more or less strict than every other state's. And regarding our emissions test, the state doesn't suspend your license for not passing the test, they suspend it for ignoring the notices and not submitting to the emission tests. Which isn't his fault in this case. I know I've sent back five notices regarding a car I junked two years ago, and they're still bugging me.
But anyway, even if you bring the car in once and it fails, they give you a few more months to make repairs. And if you don't, the worst they'll do is suspend the registration for that car. As long as you make the attempt, they won't touch your driver's license.
