HELP! Steering Wheel Problem

HI, I hope someone can help me because my Service Person can't. Lately I've been noticing a clear liquid coming out of my steering wheel. It doesn't pour out but every day I'm cleaning a decent amount of it and it becomes very sticky (this could be taken the wrong way but please dont)
I took it to my dealer and he's like thats soda; someone spilled soda into it; I'm like; thats impossible because i have not driven the SUV in a few months (its only a winter car). But he insisted its soda and charged me 40 bucks and sent me on my way. I also noticed that the steering is getting harder and harder. Any ideas or suggestions? PLEASE
 






My 92 leaches black stuff on a hot day. No real solution that I've heard. Maybe others can help. I'm planning on just covering the wheel with a cover or wrap.
 






I think if it were soda, it would all be dried up and sticky. It wouldn't constantly keep re-appearing. Try Tasting it. :-)
