Hidden Hitch

Just installing my hidden hitch on my 2002 Sport 4x4. I got everything bolted up on the hitch exept for the 4 bolts holding the bumper tight are loose and it almost impossible to tighten them. The hidden hitch number is 70670. How can i tighten them or should i just have uhaul tighten them for me.

Can you determine why the nuts aren't tightening? Are they just getting bound up or what?

I dont have enough clearance to use a wrench with the hitch in the way and some sort of subframe black piece of metal. i have some bloody knuckles from trying though. War scars.
