Holes in rear bumper to lift it for 3 inch BL

I just did a 3"body lift on my 97 X. I've seen here that some guys drill holes in there back bumpers to lift them. Were do these holes go? On the frame of the truck to lift the bracket, or on the bumper itself were the bolts come out through? Please help asap!

Most people here fabricate brackets which will attach to the frame and then the bumper to lift the bumper 3". There is no realistic way to do it otherwise except to try and use the brackets from Performance Accessories. Do a search on bumper brackets and you'll find plenty of information. Good luck!
