Welcome to this forum! I've renamed your thread, and moved it into the stock 95-01 section. Always disconnect the battery, and wait at least 10 minutes before working on a steering column with an air bag.
Once you remove the surround trim from the steering column (3 screws from the bottom) there should be a button under the cylinder to depress when turning the cylinder, which will allow it to turn and pop out.
Even if he has two good keys, he won't be able to use them to initiate the programming since they won't work in the new ignition. Probably have to get a locksmith or take to the dealer.
