How to fix blower, only has off and high

My 99 blower is off until you turn it to high; then it comes on as high.
How do I fix this?
My rear blower works fine; though no one ever sits back there. Any chance of swapping something between them?

not sure about swapping stuff. but the speed is controled with resistors. you might be able to take your switch apart and get new ones a radio shack, i dunno if you have to buy the whole switch elsewhere.
 






The rear motor only uses a single resistor while the front has three.
 






Its your resistors, the blower motor uses 3 and it goes like this 1low 2medium and high the motor bypasses the resistor so since yours only work on hi its 99% your resistor, the resistor is located just to the right of the blower motor (lookin at the fire wall from the front of the vehicle) good luck, Jon
 






Classic resitor pack failure... The resitor is used like the filaments in a 3 way light bulb to vary power thus creating the low med high blower speeds... Max by-passes the resistor pack and sends full power to the blower so a blower only working on max is a tell tail sign the resistor pack is fried.
 






I had the same symptoms and though it was the resistors. Boy was I wrong:

Replacement pigtail was $15, resistor pack was $13. The connector is not sealed against the elements. I siliconed the outside of the new connector where the wires enter it, and used dielectric grease inside the connections. Been workin' great ever since!
