How to remove front license plate holder

How do you remove the front license plate holder?! It seems like such an easy thing to do in theory, but I can't find any screws or anything.

I know you just screw it off for a '94. So I'm assuming you don't have a '94. But if you did, you could screw it off. Oh well. Nevermind. Pretend I didn't say anything.

It's held on by 4 plastic pop rivets. I took some pliers and just yanked / twisted them off from the backside.

Pull the lower bumper panel off and you might have a little more arm room. Mine didn't have the fog lights so it came off with only 6 small bolts.

You might also try using a long thin nail as a punch and break through the rivet. They can't be re-used.

I had to drill out the rivets on my Ranger, not sure if that would be best on the Explorer or not since I'm not sure how the rivets are...

Mine poped off nicely when I hit a fairly large rock with it.

Well, after using my handy Vise Grips to twist the thing off, I'm still left with two rusty pop rivets on my bumper. This makes me angry
