Instrument cluster problems HELP?

95 explorer limited
I havce a 95 explorer limited. The instrument cluster is dead as far as gauges go. Lights all working properly. What have I done wrong? I have switched out three seperate clusters and all have the same issue. Can any one tell me what I have to do to get this to work ? I can't register the car with flatline gauge needles. Not to mention it's kind of scary not knowing how fast you are going.

Well Gee. Thanks for the help. lots of looki-loos no one with an answer.*sigh* Hoping the dealership doesn't charge me too much to figure this out. Whole reason I was here is I don't have several thousand to dump into dealer repairs.

Every fuse we can find we have checked. Do you know where there are fuses that are hiding?
(under hood, on side panel, behind radio... where else?)
Ok had my son bring up the service manuals at the dealership he works at. We have determined it is NOT a fuse. We are now checking the spaghetti bowl of wires to figure out if one of them is broken as the obdII code we were pulling suggests that there is a broken circuit. It is looking more and more like we're going to have to tow it to the dealership and pay outrageous fee to have it repaired. So much for cheap car from the impound yard.
 






Did you ever get a resolution on this, I have a 95 Sport with the same issue but can't check OBDII, every reader gives a connection error. Checked the fuse (11) since it has issues before but it was fine like all others in the dash and under the hood. Any help would be great.
