Is there a reason why it takes so long for the 4x4 to disengage on a 94?

I have to push the button a few times, drive back n forth several times before it disengages from 4x4 and low. Is this normal?

No that is not normal behavior. It may take a second or 2 to engage or disengage in a properly working system. My 4x4 starting to behave like yours when the stop bumper within the shift motor on my '93 fell apart.
