"Technical service bulletin" (TSB) is a euphemism for a "hidden" recall. If the hidden recall could cause death or serious injury, the dealership will probably do the fix the next time you bring it in for service, and they won't tell you or put it on the service ticket. Other hidden recalls require you to be the proverbial squeaky wheel, and to keep complaining about the problem until they capitulate.
If the dealer you bought it from balks, go to another dealer. Car dealerships make a good portion of their money from service, and most will gladly play the hero in order to poach you and your service dollars from another dealer. Even if you want to stick with your home dealership, this tactic will still work, because the computer will show that you went to another dealer, so they may go the extra mile to get you back.
It's a game and you need to know how to play it. The car makers don't want to reimburse the dealer for recall work, and the dealer would rather have you pay for it, because they can charge you more than the manufacturer will. But neither want to lose you as a customer. Going to other dealers' service centers and (if you're a good actor) casually mentioning the competition's comparable model in the showroom can and often does bring managers out of the woodwork, willing and able to give you some special treatment.
