would installing this 98-09 for ranger leveling kit put to much stress on my ball joints?

I believe 90% here would advise against buying the "leveling kit" and applying the savings towards camber adjusters and wheel alignment.
Unless your stock torsion keys are maxed out, twisting the screws achieves the same thing. The claim of "maintains stock ride quality"
is only made by dealers that sell them, and you are adjusting LCA angles with both methods. You also failed to mention if you are 4WD.
Any lift will place added stress on suspension parts, particularly CV's. Avoid more than 2" of lift unless you plan on replacing parts at short intervals. If longer bolts are required, stock size is M12x1.75 and 63.5mm length, grade 8. Lot's of good informative reading linked below. GL
