12-2-6 POWER LIFTGATE DOES NOT OPEN OR REVERSES AFTER OPENING APPROXIMATELY 25 MM (1 INCH)

ISSUE:
Some 2012 Explorers vehicles equipped with the power liftgate may not open or open approximately 25 mm (1 inch) then reverse when using the power open feature.
ACTION:
Follow the Service Procedure steps to correct the condition.
SERVICE PROCEDURE
Remove the liftgate striker bolts and striker.
Discard striker.
Install the new liftgate striker.
Torque striker bolts to 22 N-m (16 lb-ft).
