I had the same problem on my '91 4x4. I changed the transmission filter and cleaned the bottom of the pan, poured in new fluid and voila -- never had a problem since, even at 10 below zero.

changing the fluid & filter is a good thing,,,,,,but.......
99.9% sure Brooklyn nailed it. take off that tail housing and clean or replace the governor.
