My 4.0 SOHC does not go over 3k RPMS

Hi guys,
I have the 4.0 SOHC automatic, I noticed when driving up a slight long hill that it does not drop a gear and produce higher revs, it just stayed on 2k mostly.
I kinda just recently bought the car and havent driven it hard or over 3k RPMS on the road. I just wanted it to maintain speed on the hill which was on a highway.
The car seems to be fine, idles smooth and all. Anyone have an idea ? I think it mite go over 3k RPMS if i turn off the Overdrive but no i would rather leave it on for economy.

Are you pushing the gas pedal down hard enough to get a downshift?
If so, check the throttle cable - see if it's binding up or has streatched.
Have someone push down on the gas pedal and look at the throttle plate to make sure it's opening all the way.

From a dead stop, if you nail it, what happens? What are the shift points?
