need real help 2005 explorer

2005 Explorer blows fuel pump fuse everytime turn on ignition. Have changed fuel pump, filter and tried higher fuses still blows. 6000 miles over warranty ford says minium $500.00 they want to replace fuel pump again to start..
Help HELP

Unhook the electrical to the fuel pump, replace the fuse and see if it blows. If it blows then you have a short in the wire to the pump.
