These 4 bolts and their nuts are all missing. The dealer wanted 10 dollars just for each bolt. Can I get these at the auto part store or hardware store?

What kind of bolts and nuts should I be getting? Do I need washers too?

It was probably a flanged bolt, they seem to use those alot on this truck. You can find those, but they are not common.

The ideal combo would be a grade-8 flanged bolt on the bottom and a washer and locknut on top. If you cannot find a locknut, then I would use blue threadloc. If you cannot find a flanged bolt, then a regular bolt and washer on the bottom.

It looks like those bolts hold two sides of a... crossmember, I guess you would call it, together? I'd do something about this before driving it, even if it were a lessor grade bolt temporarily.

Looks like your trying to find the 4 bolts that hold the 2 halfs of the Ra brackets together. They are just bolt with a small tip (for ease of install) and nuts with wings so you don't need a wrench on the nuts.

Just use regular grade 5 or 8 bolt there and you'll be fine. It will just take 2 wrenches to take them off now.

EDIT: If you really want the real bolts I can probably dig up my old set (I don't run that bracket anymore with my extended arms).. I figure for $10 I could get you all 4 shipped priority mail, but you still wouldn't have them until Thursday. Personally, its not worth rushing.. its just an ease of use thing to use the real bolts.
