Unfortunately, many of those people have no Ford PATS knowledge. You might need to go "Gangsta'". Get a couple buds,, give them a "personal" visit to Fix, or Refund....NOW!!
This is not a fix all solution however if you do this you will not have to have special chip keys any longer and can get a $3- copy at the Wal-mart near you. PATS delete by pontisteve on ebay

I took it to mean, "Won't turn over" as opposed to "won't fire", because that generation of PATS interrupts the starter solenoid circuit.
ADDED: I know very little about PATS. I think it interrupts the vehicle's ability to fire too.
IF you haven't yet modified the PATS, I had very good results with "PopALock" (locksmith franchise) they came out and made me a chip key and programmed on the spot for $60. AND tested it in the truck. Don't know if they are in your area, however. (My key was conveniently in the ignition turned to accessory and Ex had locked when I shut the door, operator error!)

Did you have problems before he made a key, or was the key just lost? If you had problem before you likely have problems with the piece in the steering column that reads they keys radio frequency. Does the theft light blink any sort or code, or does it just flash rapidly?
"Come back" implies the locksmith went to your location to do on-site work.
When the locksmith finished the work, SURELY at the time, you checked to see if the keys worked? If you did not check, I don't know what to suggest except keep bugging the locksmith. If you did check and the keys worked, something else is wrong and may be beyond the scope of what a locksmith can do.
As others mentioned, vocabulary is important. Does it really not crank, meaning the starter does not spin the engine, or does it just not start and the starter is cranking at seemingly normal speed? If it is not cranking you have some other problem. I'd check the battery voltage first.
If it is cranking and the PATS gauge light is blinking rapidly, then PATS is not working (or is, and the keys aren't programmed in) and has disabled the fuel injector signals - You'd still have the pump working on 2nd gen Explorers and still have the right fuel rail pressure.
