No 4wd only 2wd in all modes

I have an 04 Explorer XLT w the Control trac and the truck won't go into 4whl. When I hit 4x4 high or 4x4 low the lights change and the gearing goes into 4 low but only to the back wheels. I figure the shift motor is working if it engages lo gear. Can it be this brown wire that everyone is talking about? I'm looking for troubleshooting tips on getting the front axle to engage. Any help appreciated. Thanks in advance.
