no obd signal for emissions

I tried to pass my emissions test in my 2004 Explorer but it failed. Apparently< there is no signal from the OBD plug. Stopped by a repair shop and he got no signal either. The vehicle runs fine except, after running for more than 15 min, when it warms up, the dashboard goes crazy, all lights are blinking, gauges stop then start again, adv trac error comes up on message screen, then eventually it goes into engine fail-safe mode. All the while the car runs fine. Even will restart fine after I shut it off. My local mechanic is stumped on first glance and said it would take quite a bit of research on google to see if someone else has experienced similar issues. He's never seen anything like it before and he is a pretty reputable mechanic so I'm trying to do some legwork for him so my labor bill is not so high. Anyone experienced anything like this or have any ideas? Thanks.
