no response from obd

i have a 2002 explorer, cel is on as well as abs, im having issues connecting to the obd, returns with reading saying to make sure it is plugged in, could this be a fuse or is it something more?, i apologize if posting in wrong area, this is my first

If your cigarette lighter fuse is out, the power pin will be 0. Also make sure you turn ignition on, the hit the power button on the code reader after it is connected...

i have an empty spot next to my ashtray where it looks like a cig lighter use to be, then i have another one by center console assuming that's for charging etc... im using the scanners from autozone, actron scanner, ignition was on, im not new to checking the cel with them i saw that its fuse 25 im going to check it tomorrow
