Not the best with vehicles - Needs help with Mazda

Bought a 2002 Mazda B400 in Dec. from a friend. He worked on a cruise ship so it sat a lot unfortunately. Ran into a bunch of problems but the ones I need help with are as follows;
Cant pass a safety check for two reasons. My parking brake (pedal) dashboard light doesn't work, and my battery isn't anchored to any frame.
I went to take the battery out to see where to bracket or anchor it, re connected it, and now the truck won't start. I think the anti-theft system is kicking in. I have had this problem before. I made and programmed new keys, this is the first time since then.
Wont start (anti-theft I think)
Park brake dashboard light doesn't come on
Battery isn't anchored down
Help please, thanks.

The parking brake light issue may be just the sensor at the pedal needs wiping off/cleaning.
Not sure on your year, but earlier year battery hoedowns are just a wedge shaped plastic piece that bolts to the tray at the bottom lip of the battery. If it's missing, maybe you can rig something up, or do you need factory appearance to pass safety?
