After digging into this issue, seems that the culprit is a crappy cable that is now stretched too far to activate the release lever. After starting to tear into a seat removal, I noticed you can see this latch between the split of the rear seats by pushing the seat belt assembly out of the way. Be taking a good ol' coat hanger and cutting it to about 12 inches and bending a small hook at the end, you can easily snag this catch and pull it up to release the seat so it folds down. Much easier for an old guy like me to deal with, especially since I don't fold that seat down all that much anymore. And the seat locks in place just fine when you bring it back up. Saves a LOT of bending and twisting trying to remove the seat...
