Power Dist Box Needs to come apart

1994 Explorer Limited: fog lights don't work. Fuse just sitting in proper location but nothing to hold it in. Seems like the top row of fuses don't have any guts underneath. Want to take the top half of the dist box off, but tried unsnapping all the catches etc. No luck. HELP PLEASE.

Is this under hood or under dash fuse box? I think you mean under the hood. If you look at it from the top, it is held onto the bracket by two tabs you push toward the fender and lift on the fuse box. After that you unclip the wire snapped onto your blower motor, and turn it over. There are two screws at one end, remove those and don't loose them. Now you can take off the bottom cover and get to the guts.
