Pre-Collision Systems default back to ON every start?

2021 Explorer ST
I have all pre-collision systems off except the distance indicator, i.e.., I turn off braking and evasive steering. But every time i start my ST, all the collision systems come back on. Is this a glitch or something everyone has to turn off every time like the Auto stop-start??
 






This is from the 2020 Owner's Manual. I guess it's time to download the 2021 Manual. ;)
Note: Active Braking and Evasive Steering
Assist automatically turn on every time you
switch the ignition on.

Wow that's a bummer. Hopefully, that's something that can be permanently disabled via tune.

The same note is in the 2021 Manual. Since they are likely regarded as 'Safety' features, the default would be ON. Not sure if that can be changed with FORScan.
