Re-Used driver seat belt pretensioner

When my seatbelt stopped latching I bought a used one online and found the pretensioner had been blown. With it installed and wired up, the air bag light is on.
How do I fool the system? Short them together, or insulate them from each other? is it looking for a specific voltage between wires as in needing a resistor between the wires?

Put a 1 amp fuse across the wires to the pretensioner. The car is looking for continuity. If the car ever has to fire the pretensioner again, the fuse will blow instead of the thing that fires it.
