Road noise coming through shift boot

I just got my Explorer back and WOW what a difference. Clutch feels totally different than before and the trans feels like its tighter. He even painted the case, so it looks great!

However, now I have road noise coming through the boot. I can hear the road and wind under the car through my shift boot. 11 years ago, I had the trans removed to replace 3rd gear, when I got it back I had the same road noise. We took it back and the noise was gone...until today. I never found out what they did.

Last night I removed the boot and everything looks normal. I thought for sure he forgot the flat rubber piece that goes between the shifter and stick or the whole metal access panel was gone...but nope. I tightened the shift boot back down and retorqued but its still noisy.

Surely someone who has had or done this work knows whats going on. I know its fixable.
