RPM surges when just starting, and when stopping??

Recently my explorer has started surging when I first start it. Its more so when I first put it in gear, it will surge about 3-5 times, as if it has a large cam, and then its fine. Generally thats the only time I'll see this, unless I come to a stop, and then select reverse to back into my driveway. At that point the RPMs will often surge to almost a stumble. It's not constant, just when transitioning into/out of gear. Sooo...where should I start looking? I purchased a fuel filter to start there. Also sounds like it may be a vacuum issure but I'm not sure.

Just an update. I used some seafoam through the vacuum line and it seemed to help quite a bit. I then did a second treatment, and the problem is gone! I've never tried this with seafoam before but it made me a believer, this stuff is awesome!

When the problem returns, ask about the lower intake manifold gaskets. It'll be back sooner or later.
