My seat belt in the second row passenger side does not pull back. Every time I seat belt my daughter into her chair, I have to pull it back up manually back to "starting" position and then pull it down to buckle in. After I unbuckle, it just hangs there.

Any idea what i can do to fix this? Thank you.

I suspect it's being pulled all the way out (possibly your daughter playing with it on the road?). Pulling it all the way out sets the ratchet that allows you to lock in a child seat. The only way to reset the ratchet is to let it retract fully then pull it out again.

Does that help?

Unfortunately, this is not the case. It does not have to be pulled out all the way. Whatever amount gets pulled out, it just stays.

You can attempt to remove it and clean it. It's possible somebody along the way spilled a pop or something in there. But if it can't easily be cleaned, don't screw around with it...it will fail when you need it the most. Buy a replacement.
