Short in steering column...

So this one has me really scratching my head... my horn started going off when I would turn my wheel, and my cruise control goes on and off at random. I removed the horn fuse, and now when I turn my wheel I can hear the switch being activated. I have recently done some work in the dash but have no idea how to diagnose the problem. My first thought was that maybe something was being grounded when I turned the wheel causing this to happen. Thinking that the problem was in or around the steering wheel, I took all the bevels off around the steering column. I also figured out the horn activation wire is the blue/white wire. So I traced it from the wiring harness as far as I could and didn't notice any visual problems, but after touching this wire now I can hear the switch going off more often when I turn my wheel. Someone please help a guy out! This one is seriously driving me nuts! Lot's of bad drivers here, I need my horn!

It sounds like the clockspring is broken. Only option is replacement if that's the case.
