sohc 12 valve gasket grommets? where do these go?

Almost done with timing chain!!! ready to put the valves back on but have no idea where these 12 "grommets" that came with the gaskets go. Common sense would suggest one for each bolt but then it doesn't look like the cover gasket would seat properly. Also I didn't find these on either set of valve covers I have. Nevertheless I did find 1 old one. Where do they go (or where does the 1 go?)

rockauto and big box stores have them as part of the valve cover gasket set

now that I'm looking at that picture... are these the actual valve o-rings?

If those v/c gaskets came in a kit is there a parts description on the box?
 






all it says is "Gasket set includes 2 valve cover and 12 valve cover grommets." In a google search I found:
"This part fits2000 2010 MAZDA EXPLORER it also fits 2000 2010 FORD TRUCK,LAND ROVER,MAZDA TRUCK,MERCURY TRUCK B4000 PICKUP,EXPLORER,EXPLORER SPORT TRAC,EXPLR SP"

Perhaps they fit another car's application, but I still found a single old black one from somewhere (exactly the same shape and size)
 






Alright, sometimes I do before I think--especially at the end of a long day. I took these two "grommets" and headed to the porcelain throne. "Why is there twelve and I only have one old one? Did I take only one of something off the broken motor?" Immediately, I knew! I had taken one of the valve cover bolts off to use in place of a broken OTC timing tool bolt. So this is where they go:
