Yes.
it is under the hood
Isn’t that in the cab? Also why would it move every time before cranking if the nob hasn’t moved?I'm going to go out on a limb here and say no - it's not coming from under the hood. At best, something inside close to the firewall.
One guess would be a blend door actuator.
Yes - that's in the cab. I can't think of anything that moves under the hood. My thinking is maybe the blend door tries to reset itself at startup. Shouldn't happen if the climate control is off but we aren't really getting any good feed back from the OP so I'm not assuming anything.Isn’t that in the cab? Gotcha. I know mine doesn’t move on startup. Even if system is off the blend door will move with the nob. I can hear mine move and it doesn’t move if not told to move. It could vary year to year though. Given the blend door issues I move my temp with the system off to lessen the strain. The temp is always immediately what I set it to. Mine was on the drivers side of the console. Maybe different from the 98s.The blend door actuator is on the passenger side under the glove box.
it is not a stingy issue, as I told you it is a strange rough sound comes from the hood, seems to be from the driver side, happen when putting the key at on position for 1 second then disappeared. if i return the key back to off position and then go on position there is no sound. The OP is a bit stingy with information to help anyone diagnose this so this is all just speculation.
