Tensioner pulley bolt snapped off in engine

I have a problem with my 1994 Navajo the serpentine belt tensioner which is at around 7 o'clock on my car when looking at the engine. I recently replaced the water pump and I noticed the tensioner was a little squeaky so I decided to replace it also the idler that is located at 11 O'clock is noisy.

The bolt to take off the tensioner broke off . The tensioner is still stuck on the car is there another bolt holding it on or is it stuck because of corrosion? Also what is the best way to remove the broken bolt do I have to pull the fan and radiator again?

Any tips on replacing the idler pulley?
