Thank You!! I researched my problem on my 98 Explorer cruise control. The problem was as indicated by the posts. The sensor on the master brake cylinder was the culprit. For $13.00 Cdn and 5 mins. my problem was solved. The dealer took a stab at fixing it ( on my dime ... and $450.00 later had not solved the issue) they changed the switches in the steering wheel.
If they had used this tool they would have found what I did and the results may have been different.
