Ford's official procedure is to tighten the torsion bar with the tire on the ground. When lowering it, you have to go lower than you need to, and then bring it back up. By doing it with the tire on the ground, you don't have to go out and drive it until the suspension settles. The procedure says that if you do it with the tires off the ground, you need to drive it about 20 miles over varying terrain and then measure it again. That is how I've moved mine up and down for the last year and a half. If you want to lift it up, lift it from the front cross-member between the A-arms as suggested. Put a couple of 2x4s between the jack and cross-member though or you will probably end up denting it. After having lifted it a couple of times from the cross-member, I noticed a crease where I usually put the jack. I now put a 2x4 in there and haven't bent it since.
