According to Haynes (CH12Sect9) the flasher on post '95s "the flasher relay is located under the instrument panel to the right of the steering column." (Figure 9.1) The picture shows them as cubical in shape
On Fords, the ground for the flashers is provided through the turn signal bulb. Generally speaking non working flashers are the result of a burned out lightbulb. The bulbs are dual filament with one filament devoted to the turn signal/flasher. And yes, occasionally the flashers go bad.
