Unknown open hose above catalytic converter very slow dripping fluid.

2002 Ford Explorer SUV
2002 explorer v8 4.6L XLT. I was about to replace my catalytic converters when I noticed above the converter on the driver side, was a wet open hose that seems to be oil. I thought about sealing it off however I do not know what it is and I would appreciate any help on it before I start messing around it.
