Don't know that engine, but will give you a bump.
From the picture that looks to be next to you MAF sensor/Throttle Body, on the intake manifold side. That makes me think it is a vacuum line (also potentially consistent with the type of clamp). Are you having vacuum leak symptoms?
Where does the other end go? If I were gussing I would look at the power brake booster, the Evap. Emissions System, or the EGR system.
Vacuum lines fail over time, I expect to replace them all within the next few years on mine.
An easy test to check if they are cracked, causing a vacuum leak, is while running the engine, pass an UNLIT propane torch tip (the kind used to sweat copper piping) over the hoses. Any vacuum leaks will suck in the propane and the engine will race - tehn you can mark the hose for replacement. Easy (but be safe).
