Don't know that engine, but will give you a bump.

From the picture that looks to be next to you MAF sensor/Throttle Body, on the intake manifold side. That makes me think it is a vacuum line (also potentially consistent with the type of clamp). Are you having vacuum leak symptoms?

Where does the other end go? If I were gussing I would look at the power brake booster, the Evap. Emissions System, or the EGR system.

Vacuum lines fail over time, I expect to replace them all within the next few years on mine.

An easy test to check if they are cracked, causing a vacuum leak, is while running the engine, pass an UNLIT propane torch tip (the kind used to sweat copper piping) over the hoses. Any vacuum leaks will suck in the propane and the engine will race - tehn you can mark the hose for replacement. Easy (but be safe).

it's a 2002 4.0 and yes it goes to the brake boost now that you mention it. Can i use other than propane?

I don't know. Unless someone else pipes in I would not be able to recommend it, only becuase I don't know and would not want to advise anyone to take actions that might have a bad result.

If it goes to the brake booster, I would just recommend replacing it. Since you mentioned that it is brittle and you want working power brakes and the engine to run well.

Second pic is solenoid I believe. I believer for egr system.

that's where the hose ends up, i actually bought some gloves and traced it back there. I how do i get that clamp/hose off in the first pic? Looks like the clip is crimped on.

Can you post a pic from further back?

Squeeze the clamp right where it is crimped with some pliers and it should release/break.

This is a fuel hose, do i need to replace it with one too?
