Whats with the seatbelts in the back seat?

I had to ride in the back seat of my 01 XLT last week, and what a nightmare. What is going on with the seat buckles? They stick right in your a$$ and there is no way to get comfortable. They fold down a little bit, but not enough to where they don't poke you. Why would Ford make such a terrible design?

my 94 is the same way im thinking about putting the cloth ones in place of the metal/plastic so this way it just lays there untill used
