Where does this Ground Strap go?

I lost the ground strap that goes from the firewall (see picture) to somewhere. I'm going to make one. Does it go to the stud I pointed at in the picture? Also, is that the EGR valve I'm pointing at in the picture. I can't find anything that tells me what that is.

that strap bolts onto the lower intake manifold, there is a stud on the back passenger side corner for it.
