where is the intertia switch on a 86 b2

The inertia switch on my '87 was to the left of the passenger's feet, to the right of the transmission hump, just underneath the carpet.

i looked there theres 2 wires twisted together with a wire nut and some tape on them i guess its already been bypassed

Sounds like it.

Inertia switches are not that expensive. I'd consider getting it replaced. I don't know how often it has really saved someone from a fiery death, but I would prefer to have it in place as a safety measure.
