Whine Weird Noise

Whenever im going really slow I mean let off the break maybe 3-5mph there is a consistant almost like a woob woob woob sound once i go a little faster its gone it used to do this occasionally now today its doing it everytime i take off slow. Also my brakes are squeaking excessivly when i step on them and there new breaks any suggestion Its a 2001 Explorer XLT 4.0SOHC

I'd pull the brakes back apart, clean and lube the slide pins, and glue the pads to the caliper, and piston. The other sound could be tire related. How old, and what type of tires?
