    glad you got it done. It isn't an easy fuel filter for sure. I really had to mess with the tool to get the outlet line off myself

    Assuming your 03 is like my 02 the plastic clips (mine were maroon) need to be removed. I describe how to do it here. Explorer Fuel Filter Removal I didn't have any luck using the metal tool to remove the line on the outlet side. I had to use the little plastic ones and some patience.
